Instead I am getting promo credits. Is there a way to switch? I am a creator so I thought I should be getting dev tokens instead.

The option was given but it doesn't default to Dev Tokens unless you change it.

Click on Account on the top right side next to your credits, scroll down to Creator Preferences, and switch from credits to dev tokens.

Hi ya @LovedWarrior Yes. Open your Classic Account Page and 3rd from the bottom "Creator Preferences" and click on the DevTokens :D
