Yes; payments once every month.
Even the alpha testers have to pay every month for doing the work but probably are getting a discount. They have reported that the cheapest items cost about 35,000 credits but furniture and rooms being much more expensive. One wrote that the cheapest rooms cost about 120,000 credits.
AP+ will be very expensive because IMVU knows that the targeted customers are willing to cough up the money for that kind of experience.

Probably not before they get all the problems with it worked out.
Also there seems to be a lot of negative feedback from the adult community concerning issues that alpha testers have reported.
I don't think it will be anytime soon that AP+ will be available for the regular adult community, especially since the IMVU tech dependent has many non AP+ related issues to fix and update.
I believe that one can still sign up to join the alpha testing program. Several times since the alpha testing began they have selected more of those who signed up. Just know that not everyone who signed up are selected and it's currently a subscription based app of IMVU. It's VERY expensive to buy the AP+ products that one can lose access to without refund if the subscription is terminated for some reason or expires from not paying on time.
