In the "Greeter & Community Volunteers" portion of the developer reports, this remains "0" as the program is 'undergoing changes' and therefor why is this still a thing we get deducted for? I'd been a greeter for several years until it was going thru changes and the program stopped. I DO NOT believe this should be included in the "Tier" portion of developer reports as it drags your overall score down for the missing '30' points.
Although the Greeter Program is undergoing changes, it remains active, and Creators can continue to earn points by greeting others. If they choose not to participate in greeter activities, they still have the option to earn points through Peer Review. Participating in Peer Review not only helps them earn points but also boosts the visibility of their own products that are pending review.
