I have been using IMVU for a while and haven't ever heard of global mods. I don't think there is something called global mods on IMVU.
There is something called a room mod. Room mods are those folk who make sure other folk obey the rules of the room. It's not a easy job to be a room mod; especially if one wants to be an honest and fair room mod that never takes sides. Mods are often disliked and subject a lot of drama by those who wish to gain clout and popularity by challenging authority.
