Names should be available from guest accounts if they are inactive for 6 months, Support continues telling me they look at account history as well not just when they last logged on, the account has no history, they made it to hoard the name and never logged in again, I think it would be fair to give the username up even if it got put on premium

You can request a guest's name if they haven't logged in for 12 or 13 months. Gotta take it up with customer service though.
