In general retail items typically it the shelves about 6 weeks prior to whatever holiday/event that's going on to allow ample time for things to be organized and promoted. Personally I don't see a reason why things shouldn't be submitted to the shop for Halloween in August. There's a sweet spot for submission but those submissions can also be promoted after submission as well. I still have hats selling regularly that I submitted years ago.

It does seem early but if they want to start promoting Halloween at the beginning of October, taking admissions in August gives them enough time to prepare.
