Realizing not all users are creators that do peer review, made me also realize that the non-creators aren't using their perk for peer review for creating (since non-creator’s) they have no products so there is no moving their products faster through peer review, like creators.
Therefore, my idea is that non-creator accounts that do peer review can select ANY creator shop to do peer review for that creator. There wouldn't be anything to do other than entering that creator’s username, and it would show us, if we are able to do peer review for a specific creator or not. And multiple users can do this at one time, to pass multiple products, even faster.
This is support for creators, and it creates a following, like networking and this should also have another option to help random shops. The first option is the more important one. (To help specific shops) However, this could be for anyone, not just not non-creators, but it's an option.
Obviously, this way certain shop will have more peer reviewers than others, however, this is selectable to whoever is a creator, so peer reviewers can move to the next shop, and so on and so forth.
I think this may be doable and could help greatly for any shops that have a following or not. It comes down to support for shops. Even if there isn’t much of a following the option would be there when it could happen in future.

I will add that paying a fair wage will be needed because 5 promo credits per review is not enough.
The minimum wage paid in Redwood City California where IMVU has it's headquarters should be used to calculate what a fair wage should be to review the average given product type. How many credits ( on the average advertised discount ) can be bought for 1 hours wage after taxes.
Some things to consider is how many products on average can someone review in one hour if the products are properly tested. Should some types of products pay more to review than other types of products; example products with many triggers or products with many "yellow dot" nodes. Those that have seriously engaged in peer review know that some types of products take more than just a few minutes to test properly while testing standard clothing products is relatively quick.
Also it might be fair for IMVU to add a peer review fee to price a developer pays when submitting a product. Such peer review fees might depend on the product type if some product types are more expensive to test than other product types.
IMVU and developers should seriously consider paying real credits to those who review products.
To get things done then the one needs to be fair to the workers because anything less is akin to exploitation.
