I am just giving advice based on experience of how IMVU usually handle cases about accounts that have been placed hold. If you want to ask why the Staff of IMVU do things this way instead of another way then contact them because they don't seem to ever interact with this forum.
File a help ticket so you can ask the Staff of IMVU and also explain your theory about business economy to them . Filing a help ticket is your only way to directly contact the Staff of IMVU. You can always say a prayer begging your patron deity that your help ticket gets a personal reply by a Staff member who actually cares instead of an indifferent one who brushes you off with forwarding the help ticket to an inkompetent AI that replies with generic or autogenerated answers to what it thinks the topic of your help ticket might be about.
Expect several weeks (3 to 5) before getting a reply regardless of the topic of the help ticket.

Hey,
why weeks? It's not rocket science for someone to just reply a ticket and verify. In my case for example i have provided with everything. I can't even buy credits let alone anything from the shop. It's crazy, what's the point of even waiting if you can't use the game. It only deters people when coming to play again, like in my case.

First file a help ticket.
In that help ticket state:
The name of the account that is on hold
If the account name was ever changed then state those names
The date that the account was created
The E Mail Address associated with that account
Your full name
Your date of birth
Your gender
Your address
Then wait until there is a reply back from the Staff of IMVU. Be VERY PATIENT because it might take several weeks before there is a reply back.
In that reply IMVU will give you further instructions. It's very important to understand and follow those instructions. They will most likely ask for verification of the information you provided in the case's opening post. Everything has to match the information that was submitted during account creation.
Note: You can expect several weeks waiting time for each subsequent reply from IMVU. it can take up to several months to conclude a case where an account was placed on hold because there will usually be several back and forth replies needed between the IMVU user and Staff of IMVU. Again be prepared to be VERY PATIENT
