Do you think creators would be encouraged to do peer reviews more if they saw a difference?
I think I would prefer receiving emails to do pr if they were something like "PR traffic 5% low, help speed things up!". That way, if pr was fast, like running at 75% speed, I'd feel that's a great time to take a break, since I'm definitely going to take them anyways.
I don't know which units of measurement to choose, was just an example.
I think it would also encourage creators to submit new items more during peek hours, and less during low hours.
