Celebrity Scammers; is it breaking policy?

So I've been friends with a number of avis with celebrity names, 2Pac, Shakira, Michael Jackson etc etc...and the one thing they usually have in common is that they put on their profile that they run a tribute acct. However there are about 15 or so accounts dedicated to Pam Anderson and only one that tries to convince either really gullible older users or young users into believing they are the real celebrity. Anyone with sense can look at their posts on the discussion board or avi and know otherwise and any current fans would be willing to debate it. Where does it stop being a tribute and start being manipulation of people? Have you encountered tribute accounts with this issue or has it generally been a cool experience? TYIA

Honestly, I dont think celebrity tribute accounts should be allowed on ANY social media. Why is it okay to present as any other real person just because they're famous? That has always been a little sus to me. And then to use said faux credentials to manipulate and scam and just cause trouble in general... it not only looks bad on the celebrity, but it looks bad on the platform.
